Freese and Nichols, Inc. has announced that James Naylor, P.E., has joined the firm as Water Treatment Discipline Leader serving the North Texas, West Texas and Oklahoma markets. Naylor's extensive experience in planning and design will play an integral role in providing solutions for municipalities facing complex water treatment plant projects.

"Throughout Texas and Oklahoma, cities are challenged with finding innovative and cost-effective solutions to address aging water treatment infrastructure," said David Jackson, Freese and Nichols Treatment Practice Leader. "James is not only at the forefront of advising municipalities on developing and implementing master plans, but he has also built a reputation around his technical expertise and excellent client service. He has established himself as a highly trusted and reliable consultant, and I am confident his role at Freese and Nichols will greatly benefit our team and our clients."

Naylor joins Freese and Nichols with more than 17 years of experience managing and leading water treatment facility master plans, process evaluations, detailed designs and construction phase services. Dedicated to assisting clients with their technical water treatment issues, Naylor has provided customized solutions to several municipalities, including Abilene, Lubbock, Mansfield and Waxahachie, on a range of issues such as iron and manganese removal, turbidity reduction, taste and odor control, disinfection and disinfection byproduct control.

Prior to joining Freese and Nichols, Naylor was involved in several noteworthy water treatment projects. One example is his role in the award-winning Hamby Water Reclamation Facility and reuse improvements for the City of Abilene, which is one of the largest membrane bioreactor facilities in Texas. Serving as the project manager for the advanced treatment components, Naylor led the design efforts for the ozone and biological activated carbon (BAC) contractors.

Naylor actively participates in several industry organizations, including American Water Works Association (AWWA), American Membrane Technology Association (AMTA), South Central Membrane Association (SCMA) and Texas Municipal Utility Association (TMUA). He also serves on the Environmental Conservation Commission for the Town of Flower Mound.

Licensed in five states, Naylor earned his bachelor's and master's degrees in environmental engineering from Texas Tech University in Lubbock.
